WHEN THE MACHINE STOPS BEING “NORMAL PRODUCTION”
The federal standard covers servicing and maintenance where unexpected energization or startup—or the release of stored energy—could injure employees. It establishes minimum performance requirements for controlling that energy.

DESIGN FOR BOTH STATES
The fence can define the hazardous zone. The energy-control program governs covered interventions. A usable project connects the two.
Use appropriate guarding and safeguarding devices to prevent exposure while the machine performs its intended work.
Apply the energy-control program and applicable energy-control procedure before work begins, including isolation and verification as required.
PROGRAM BUILDING BLOCKS
OSHA frames the employer’s energy-control program around procedures, employee training and periodic inspections. The machinery and guarding layout should make the approved process practical to carry out.

Document how covered equipment is shut down, isolated, secured, checked and returned to service, subject to the regulation’s requirements and exceptions.

Authorized, affected and other employees need the training or instruction required for how the program applies to their work.

The program includes periodic inspection of energy-control procedures, with records and corrective follow-through as required.

Provide suitable locks, tags and other isolating, securing or blocking hardware for the energy sources and procedures involved.

Relieve, disconnect, restrain or otherwise render potentially hazardous stored or residual energy safe, and address possible reaccumulation.

Before work starts, verify that isolation and de-energization have been accomplished in accordance with the procedure.
A BETTER PROJECT BRIEF
These are not a substitute for an energy-control assessment. They are the practical inputs that stop access hardware, doors and isolators fighting the approved work process.
List cleaning, inspection, adjustment, unjamming, tool changes, setup and planned maintenance tasks.
Map routine and exceptional access, including gates, removable panels, platforms and spaces inside the perimeter.
Have competent personnel identify electrical, mechanical, pneumatic, hydraulic, thermal, gravitational and other relevant sources.
Check whether isolators, locks, verification points and restoration steps are accessible and unambiguous in the finished layout.
COMMON QUESTIONS
No. A guard controls access during production; it does not by itself isolate energy for covered servicing or maintenance. The requirements can apply together.
Generally not, but servicing performed during production can be covered where an employee must remove or bypass a safeguard or enter a point of operation or associated danger zone. Review the exact scope in the current standard.
The standard contains a narrow exception for certain minor servicing activities during normal production when specified conditions and effective alternative protection are present. It is fact-specific and should not be treated as a blanket exemption.
A normal stop command is not automatically energy isolation. Covered work requires control of hazardous energy through the applicable procedure and energy-isolating devices, including verification before work begins.
