What is the EU Machinery Regulation 2023/1230?

Regulation (EU) 2023/1230 establishes the European Union’s legal requirements for machinery and related products. It replaces the Machinery Directive 2006/42/EC and applies directly across EU Member States from 14 January 2027.

The Regulation covers machinery, interchangeable equipment, safety components, lifting accessories, removable mechanical transmission devices and certain partly completed machinery.

For machine guarding projects, compliance is not achieved simply by installing a fence. The guarding must form part of a documented risk-reduction process addressing:

- The machinery’s intended use;
- Reasonably foreseeable misuse;
- Access during production, cleaning and maintenance;
- Mechanical and other hazards;
- Safety distances and openings;
- Doors, gates and interlocking systems
- Isolation and unexpected start-up; and
- The interaction between guards, controls and the complete machine.

The practical objective is to prevent access to hazardous areas without creating new hazards or making necessary work impractical.

Identify machinery hazards

Consider crushing, drawing-in, entanglement, shearing, impact, ejected materials, unexpected movement and stored energy.

Assess how people interact with the machinery

Review operation, loading, unloading, adjustment, cleaning, fault recovery, inspection and maintenance—not just normal production.

Select appropriate safeguards

Use fixed guards, movable guards, interlocks, protective devices and safe control measures according to the assessed risk and frequency of access.

Verify the complete system

Confirm that safety distances, fixings, access points, interlocks and machine controls operate together as intended.

Standards that commonly shape a machine guarding layout

Regulation (EU) 2023/1230 sets the legally binding essential health and safety requirements. Harmonised European standards provide recognised technical methods that may be used to demonstrate conformity with particular requirements.

Applying a harmonised standard whose reference has been published in the Official Journal of the European Union can provide a presumption of conformity for the requirements it covers. Use of harmonised standards remains voluntary, but an alternative solution must still be technically justified in the machinery’s technical documentation.
EN ISO 12100
General principles for machinery risk assessment and risk reduction. This standard provides the overall methodology used to define machine limits, identify hazards, estimate risk and apply the three-step risk-reduction method.
EN ISO 14120
General requirements for the design and construction of fixed and movable guards. It covers matters such as guard construction, materials, retention, fixings, visibility, durability and access prevention.

Practical takeaway: The applicable edition and harmonised status of each standard should be checked for the machinery and date of conformity assessment. A standard being technically relevant does not necessarily mean its current edition is cited as a harmonised standard in the Official Journal.

The Regulation generally applies from 14 January 2027. Machinery placed on the market in conformity with Directive 2006/42/EC before that date may continue to be made available, subject to the Regulation’s transitional provisions.

Yes. Regulation (EU) 2023/1230 repeals Directive 2006/42/EC with effect from 14 January 2027. Unlike a directive, the Regulation is directly applicable in EU Member States rather than requiring separate national implementation of its principal product requirements.

No. CE marking indicates that the manufacturer declares the machinery conforms to the applicable EU requirements. It is the result of the conformity-assessment process, not a design standard or independent quality mark.

It may support conformity with relevant provisions of the Regulation but does not cover the complete machinery safety and CE-marking process.

  • Hazard height and position
  • Access beneath or around the guard
  • Possible whole-body access
  • Machine stopping time

EN ISO 13857 is commonly relevant to reach-prevention distances, while other standards may apply to approach speeds and protective-device positioning.

Yes, but the project should begin with a risk assessment. The assessment should address the existing machine, control system, stopping performance, access requirements and any changes introduced by the new guarding. Installing perimeter fencing alone does not necessarily resolve every machinery risk.
